Our History

Florida Roots.
A Multi-State Mission.

Bay Area Public Adjuster was founded in Florida in 2015. In 2024, the company expanded into Texas and saw firsthand how great the need was for experienced public-adjuster services beyond Florida.

That expansion led to the creation of a broader name for a broader mission. In 2025, United Claims Advocate Group—also known as United CAG and UCAG—was launched to serve policyholders across multiple states.

Bay Area Public Adjuster, Inc. does business as United Claims Advocate Group. The name expanded, but the people, experience, and commitment to policyholders remain the same.

Experienced Leadership.
Policyholder-Focused Purpose.

UCAG was co-founded by David Crosby and Bryce Nargi to bring knowledgeable, determined claim advocacy to property owners across multiple states.

David Crosby

David has worked in insurance claims since 2004 and has handled more than 15,000 residential and commercial losses across more than 20 states. After years working on the carrier side, he became a public adjuster in 2016 and founded Bay Area Public Adjuster. His insurance and construction experience helps UCAG evaluate damage, understand coverage, and advocate for policyholders from initial review through final resolution.

Who We Represent

We Work for the Policyholder. Period.

The insurance company has adjusters protecting its interests. UCAG represents the person or business that owns the policy. We review the policy, document the loss, prepare the claim, and advocate for the recovery the coverage provides.

We assist homeowners, business owners, rental-property owners, and vacation-home owners. We also offer free policy reviews—even when there is no active claim—so property owners can better understand the strengths and limitations of their coverage.

Our Organization

Two Names. One Company.

Ask About My Situation →
What is a public adjuster?+

A public adjuster is a licensed insurance professional who represents the policyholder—not the insurance company—in preparing, documenting, and negotiating a property claim.

When should I contact UCAG?+

As early as possible after discovering damage. We can also review a denied, underpaid, delayed, or closed claim to explain the available options.

How does UCAG get paid?+

We only get paid when you recover money through the claim. No recovery means no fee. The applicable agreement and state rules will be explained before representation begins.

Can you review my policy if I do not have a claim?+

Yes. Our free policy review is available to anyone, including property owners comparing multiple policies before purchasing coverage.

Do you represent homeowners and businesses?+

Yes. We assist residential, commercial, rental, and vacation-property owners with covered property losses.
